Howard has over 30 years’ experience in the highways industry introducing and developing maintenance techniques. He has a reputation for being tenacious and getting the job done. He is the former Chair of the RSTA and served on the Executive Committee for 10 years. He chaired the Geosynthetic Sector Group for five years and during his tenure he lead the committee which brought two Codes of Practice to market, endorsed by ADEPT. He represents the Institute of Asphalt Technology on the BSI 553 committee and serves on the CEN TC 189 European Committee.
Since 2002 Howard has formed and continues to lead a number of successful SME’s working nationally on the strategic road network and the local road network. This is where his passion lies and he strives for greater inclusion with larger enterprises, designers and road owners. His philosophy is about prolonging the life of asphalt, therefore improving health and safety, reducing reactive maintenance and supporting carbon reduction.
